If drivers in Arizona see a vehicle with flashing lights stopped on the side of the road, state law requires them to move over one lane or slow down if changing lanes is not safe. This regulation applies to all vehicles with flashing lights, including passenger cars, emergency responders, tow trucks, and Arizona Department of Transportation (ADOT) Incident Response Unit members and maintenance crews.
National Move Over Day, observed this year on Saturday, Oct. 18, aims to remind motorists of the importance of giving space to vehicles stopped on the roadside. The law is intended to protect anyone who is stopped on the side of the road and is at risk of being struck by passing vehicles.
According to crash reports compiled by ADOT, there were 90 possible crashes in 2024 involving first responders or their vehicles on Arizona roads and highways. Nationwide, hundreds of people are killed or injured each year after being hit by a vehicle while pulled over.
ADOT emphasizes that moving over is not only a legal requirement but also a safety measure that can save lives. “Moving over isn’t just the law, but it can help save a life,” the agency stated.
To increase public awareness and improve safety for first responders and others at risk, drivers may notice safety reminders about the Move Over law displayed on overhead message boards throughout the state.
“Remember: If you see flashing lights, give them space and move over. Every vehicle, every time,” ADOT said.
