The Arizona Republican Party (AZ GOP) has criticized Governor Katie Hobbs’ water and land-use policies, asserting that they have impeded new home construction, increased housing costs, and placed financial burdens on families in the state.
According to the AZ GOP, Arizona’s housing market is under strain due to rapid population growth combined with restrictions on land development and groundwater use. The party argues that Governor Hobbs’ subdivision moratorium in the Phoenix area has hindered new construction, resulting in higher prices and a shortage of affordable homes. They claim these policies have forced families into more expensive areas and have prevented the development of state trust lands that could alleviate these issues, creating obstacles for first-time buyers and working families during the holiday season.
The Arizona Department of Housing estimates a current deficit of over 270,000 housing units in the state. Phoenix-area home prices now average over $450,000—an increase of 35% from pre-pandemic levels—making affordability elusive for many middle-class residents.
Maricopa County Justice Courts reported more than 80,000 eviction filings in 2025, reaching a decade high. Economists attribute this rise to stagnant construction rates, rising rents, and an expanding population base, which have exacerbated pressures on Arizona’s rental and housing markets.
The AZ GOP is the state affiliate of the Republican National Committee. Based in Phoenix, it promotes conservative governance focused on fiscal responsibility, family values, and economic growth. Established in the 19th century, it plays a significant role in shaping Arizona’s legislative priorities concerning border security, affordability, and housing reform.
