Arizona GOP lawmakers have announced their intention to urge the State Board of Education to revise Structured English Immersion (SEI) rules and eliminate ideological coursework.

The SEI model in Arizona was designed to provide English learners with direct, systematic language instruction aimed at achieving proficiency while maintaining core academic progress. However, recent reports indicate that some SEI teacher preparation courses have included politically charged content unrelated to English instruction. Republican legislators argue that such material undermines compliance with both state law and federal mandates governing English-language instruction. The Arizona GOP’s call reflects broader conservative efforts to limit ideological or nonacademic material within K–12 education.

According to the Arizona Department of Education, Arizona serves more than 80,000 English learner students annually through SEI programs. Despite the program’s intent, statewide proficiency rates for English learners remain below 20% in reading and math benchmarks. GOP lawmakers cite these figures as evidence that the system needs reform focused on measurable language outcomes rather than ideological content.

Data from the National Center for Education Statistics show that approximately 10% of U.S. public school students are English learners. States emphasizing immersion-based approaches, including Arizona and Texas, report mixed results—largely tied to program implementation and teacher training consistency. Analysts note that when training diverges from language-focused instruction, English proficiency gains tend to slow, especially among early learners.

The Arizona Republican Party (AZ GOP) is the official state affiliate of the Republican National Committee, headquartered in Phoenix. Founded in the late 19th century, it represents Arizona’s conservative political interests and supports candidates advocating for limited government, strong border security, parental rights in education, and economic growth.
