The Arizona Republican Party has announced that the state House has approved a measure allowing voters to decide whether drug cartels should be designated as terrorist organizations. This move could potentially expand law enforcement powers.

According to an official press release from the Arizona House of Representatives, the resolution, known as HCR2055, would permit Arizona voters to determine the designation of drug cartels as terrorist entities. Sponsored by Speaker Steve Montenegro, the measure aims to provide law enforcement agencies with stronger legal authority to combat cartel-related crime and address border security concerns. The press release emphasizes that this decision is intended to “put the decision where it belongs—with the people,” highlighting the goal of direct public involvement in state security policy.

The measure specifically cites dangers posed by cartels, such as trafficking of women and children, fentanyl distribution, and violent crime, as central reasons for this initiative. Montenegro said that Arizona faces unique security challenges due to its border location and views federal action as insufficient in recent years. The resolution is seen as a necessary step to “defend our state, uphold the rule of law, and protect innocent lives,” according to official communication from the Arizona House.

Reporting by AZCentral confirms that if HCR2055 is approved by voters, it would authorize Arizona officials to treat cartel activity as terrorism. This would enable new legal tools such as asset forfeiture, enhanced penalties, and expanded investigative powers. Supporters argue this approach could significantly impact crime prevention; however, opponents have raised concerns about its reach and potential unintended consequences. The report highlights ongoing debates over border security and how best to address organized crime in the state.

The Arizona GOP (Republican Party), or Arizona House Republican Caucus, is currently the majority party in the Arizona House of Representatives and leads policy on border security and law enforcement. According to their official site, chaired by Speaker Montenegro, they focus on advancing conservative priorities including public safety and government accountability. The caucus routinely releases statements and updates on major legislative efforts to keep the public informed of its positions and initiatives.
