Arizona Right to Life announced on Dec. 10 its list of supported legislation for the 2026 session, outlining several measures it plans to advance with lawmakers. The organization said the legislative slate includes support for pregnancy resource centers, establishing child support from conception, prohibiting public funding for abortion, and enforcing reporting requirements on partial-birth abortions.
The group said these efforts are intended to protect women and children and respond to changes in Arizona’s legal environment following Proposition 139. Arizona Right to Life detailed its approach on its website, stating it is working closely with legislators to enforce existing protections and advance laws that affirm life. The organization described the bills as necessary measures “to protect women, defend children, and counter practices driven by profit in the current legal environment shaped by Proposition 139.” The group also called on supporters “to engage through social media alerts, attend hearings in pro-life attire, and use the Request to Speak system to signal support for the legislation,” according to Arizona Right to Life.
The proposed legislative package includes HB2229, which would allocate $3 million for pregnancy resource centers and maternity homes; HB2144, which would establish child support obligations from conception and extend tax exemptions to unborn children; HB2154 and HB2074, which address limits on public funding for abortion in state health plans and enforcement of Arizona’s existing ban on partial-birth abortion with reporting requirements. Other proposals include penalties for coerced abortion by fraud and a designation of June as “Celebrate Life Month,” according to a summary of the slate.
Abortion remains legal in Arizona up to fetal viability—typically around 22 to 24 weeks—with procedures after that point permitted when necessary for a patient’s life or health. Proposition 139 established abortion as a constitutional right before viability following its passage in November 2024 according to Legal Clarity.
In recent years, Arizona has seen various actions related to reproductive rights. In 2025, the state joined a multistate effort urging federal regulators to remove restrictions on mifepristone. Governor Katie Hobbs vetoed multiple bills concerning abortion access and related issues while signing a budget that removed $200,000 previously allocated for crisis pregnancy centers according to Arizona’s Reproductive Freedom Alliance page.
Arizona Right to Life (AZRTL) is a non-profit, non-partisan, and non-sectarian organization established in 1974 to oppose abortion in Arizona. It is the state’s oldest and largest pro-life organization, focusing on protecting human life from conception to natural death through education and legislative advocacy. According to its website, “The mission of Arizona Right to Life is to protect and defend the lives of all persons born and pre-born through the support of Life-affirming legislation and pro-life candidates.”
