The City of Phoenix announced on May 12 that Katie Gregory has been selected as its next Chief Financial Officer following a national recruitment process. Gregory will begin her new role on June 15, succeeding Acting CFO Melinda Holguin, who will continue serving as Finance Director.
Gregory’s appointment is seen as an important step in maintaining the city’s commitment to responsible financial stewardship and strategic planning. The announcement highlights the importance of experienced leadership for Phoenix’s continued fiscal stability and strong financial outlook.
City Manager Ed Zuercher said, “Katie brings deep executive experience in municipal finance, long‑range planning, and capital strategy. Her leadership in rapidly growing communities and her proven ability to guide complex financial operations will support Phoenix’s continued fiscal stability and strong financial outlook. I am grateful to Melinda Holguin for her steady leadership as Acting CFO and for her continued service to the City.”
Gregory has previously served in several executive roles throughout the region, including Assistant City Manager for Avondale, City Manager for Prescott, and Deputy City Manager for Peoria. In these positions she oversaw finance administration such as ACFR development, treasury management, budget development, utility rate setting, debt management, capital financing strategies, and operational planning in fast-growing communities. She also recently led Avondale’s successful 2025 bond initiative that secured $68 million for parks and recreation improvements.

Gregory holds a Bachelor of Arts from Western Oregon University and a Master of Public Administration from Arizona State University.
