Commissioner Rachel Walden has successfully pushed through several amendments aimed at increasing accountability for utility companies. During the Arizona Corporation Commission’s Open Meeting on July 9, 2025, her proposals received broad approval.

For Southwest Gas Company, the Commission approved an amendment to ensure the company focuses on critical infrastructure and performs deferred maintenance for public safety. A recovery cost mechanism was established to encourage crucial pipe replacement without regulatory delays.

In dealing with Coldwater Canyon Water Company, Commissioner Walden ensured that only necessary expenses were approved. Her amendment reduced management fees and water testing expenses while eliminating a system mapping charge. These changes aligned rate design with costs and practices of similar utilities, reducing revenue requirements and lowering customer costs.

Vice Chair Nick Myers described the resolution of issues with EPCOR Water Arizona as “the end of an era.” The Commission had previously ordered EPCOR to manage Johnson Utilities temporarily. Commissioner Walden expressed pride in voting alongside fellow Commissioners to resolve issues affecting San Tan communities’ water services. She praised the Settlement Agreement supported by staff, the company, and community representatives. “I appreciate the dramatically improved service EPCOR provides,” she said, thanking Vice Chair Myers for his efforts in ensuring reliable water supply.

An amendment passed by Commissioner Walden required using real-time data instead of hypothetical data in settlements.

“I thank my fellow Commissioners supporting my amendments to hold our utilities accountable and lower costs to our ratepayers,” stated Commissioner Walden.
