The National Federation of Independent Business announced on June 2 that 15 Arizona lawmakers earned a 100 percent voting record during the state’s 57th Legislature. The organization, which advocates for small businesses, recognized these legislators for their support on key issues affecting Main Street businesses.
Chad Heinrich, state director of the National Federation of Independent Business, said in a statement, “A 100 percent NFIB voting record isn’t given — it’s earned, one tough vote at a time. These 15 legislators showed up when it mattered, standing firm on issues that impact Main Street. Behind every small business are families counting on it — and these members showed up for all of them.”
The National Federation of Independent Business Voting Record does not reflect every element considered by a legislator when voting and does not represent a complete profile of the lawmaker. The organization’s 2025-2026 Voting Record includes ten key votes focused on tax and regulatory matters.
Lawmakers who achieved a perfect score include Shawnna Bolick (District 2), David Livingston (District 28), Frank Carroll (District 28), Timothy Dunn (District 25), David C. Farnsworth (District 10), Mark Finchem (District 1), David Gowan (District 19), John Kavanagh (District 3), Venden Leach (District 17), J.D. Mesnard (District 13), Warren Petersen (District 14), Wendy Rogers (District 7), Janae Shamp (District 29), Thomas Shope (District 16) and Carine Werner (District 4).
