State schools superintendent Tom Horne has urged State Treasurer Kim Yee to reconsider her decision to deny a cash advance to the Nadaburg school district. According to Horne, the advance is necessary and justified, as determined by the Arizona Department of Education’s Finance Division. He emphasized that “Nadaburg is operating within its budget,” and despite an initial clerical error suggesting otherwise, the district is projected to have a positive cash balance of $1.3 million by year-end.
Horne criticized Yee’s actions as “irresponsible,” warning that without the advance, the education of nearly 1,500 students could be negatively impacted. He noted that the Treasurer had access to all necessary forms and information but failed to engage with his office for clarification on their approval of the advance.
The request for funds was submitted on August 22, 2025, but was only denied on September 24 after multiple reviews by Yee’s office. The denial cited potential “financial mismanagement,” although Horne claims there is no evidence supporting this claim.
Horne called on Yee to approve the cash advance, highlighting that such advances are common when a school district’s income and expenses fluctuate. As long as districts maintain a positive cash position by year-end and repay funds, these advances are permissible.
The Nadaburg school district serves an area northwest of Phoenix near Wittman.
