Mack Real Estate Group and McCourt Partners begin construction on Halo Vista in Phoenix

Mack Real Estate Group and McCourt Partners announced on March 26 the start of construction at Halo Vista, a large-scale, master-planned development covering 2,300 acres in North Phoenix. The project is located next to the Taiwan Semiconductor Manufacturing Company campus and aims to become a center for science, innovation, and community.

The $7 billion development is expected to play a key role in Arizona’s economic growth by supporting the expansion of the semiconductor industry. With plans for nearly 30 million square feet of mixed-use space—including industrial, manufacturing, office, retail, residential, and educational facilities—Halo Vista seeks to provide an environment where technology companies and workers can thrive alongside TSMC.

Initial construction will focus on infrastructure and site preparation led by Willmeng Construction. The groundbreaking event included remarks from business leaders such as Richard Mack of Mack Real Estate Group; Frank McCourt of McCourt Partners; Christine Mackay from Greater Phoenix Economic Council; Ann O’Brien from Phoenix City Council; Ryan Ruiz from Arizona Commerce Authority; Jordan Lang of McCourt Partners; Chris Janson from Mack Halo Vista; and James Murphy of Willmeng Construction. Early confirmed tenants include Costco, an auto mall developed by DeRito Partners with about ten dealers, and a five-story Marriott hotel combining Courtyard and Residence Inn brands.

Phoenix City Councilwoman Ann O’Brien said: “Northwest Phoenix has always had strong neighborhoods and a great quality of life. What’s arriving now is the economic depth to match it. With the ecosystem growing around TSMC and developments like Halo Vista, we’re creating real career pathways for longtime residents…and a thriving community where people choose to stay and others choose to arrive.” Sandra Watson, President and CEO of the Arizona Commerce Authority said: “Halo Vista represents a transformative development to usher in a new era…serving as an international innovation engine – supporting companies at the cutting edge of technology.”

The project comes amid broader economic momentum in Arizona. On September 12, 2022,the Arizona Commerce Authority announced that its economic development efforts broke records for projected jobs created in Fiscal Year 2022 with more than 24,000 new jobs anticipated—151% above its goal—and $10.75 billion invested into local communities.

Frank McCourt said: “What local leadership is doing in Phoenix is truly remarkable…Our responsibility now is to translate that investment into impact: to develop, to build and to create jobs.” As work begins at Halo Vista, developers say they aim not only for economic growth but also for building community spaces that attract talent while supporting long-term regional progress.
