Arizona Republicans oppose Governor Hobbs' tax hikes and school choice cuts

In response to the budget proposal by Governor Katie Hobbs, Arizona Senate and House Republicans have declared their intention to oppose her plans to increase taxes and reduce school choice. The Governor's proposal includes eliminating tax credits for donations to School Tuition Organizations (STOs), affecting programs like "Lexie's Law," which supports low-income and disabled children. This change would result in a tax increase for Arizonans.

The proposal also suggests removing half of the students enrolled in the state's Empowerment Scholarship Account (ESA) program, known for allowing parents greater control over their children's education. Moreover, Governor Hobbs' budget assumes a $463 million shortfall, despite year-to-date revenues falling nearly $500 million short of expectations. Her plan includes almost $500 million for new initiatives, primarily ongoing spending presented as one-time expenses.

Senate Appropriations Chairman John Kavanagh stated that "these elements in her proposal are dead on arrival with the Republican Majority." He criticized the Governor's claims of bipartisanship during her State of the State Address as inconsistent with her budget plan.

House Appropriations Chairman David Livingston described the budget as "an unserious mess," pointing out discrepancies in revenue and enrollment predictions and criticizing proposed cuts to K-12 education and water investments. Livingston emphasized that Republicans are ready to engage when the Governor presents a more serious approach.
