Mr. KELLY of Mississippi. Madam Speaker, I rise today to celebrate the service of Colonel Billy F. Murphy of Tupelo. He has served honorably in the Mississippi Air National Guard, and I join my fellow guardsmen in celebrating his commitment to this country the State of Mississippi.

Colonel Murphy is a Tupelo native and graduated from Tupelo High School. In 1991 he was commissioned in the U.S. Navy through the University of Mississippi Naval Reserve Officer Training Corps. Over the course of his service, he has accumulated more than 1500 flight hours. During his active duty, he participated in 49 combat flight missions in support of operations Souther Watch, Deny Flight and Desert Strike. Colonel Murphy has served nearly 30 years in the United States Military in three different branches. In 2018 he was promoted to the rank of Colonel and began his service as director of staff at the Mississippi Air National Guard. In July of 2019, Governor Bryant appointed Col. Murphy as the commander of the Mississippi Air National Guard's 186th Air Operations Group. He was also made responsible for developing a Space Task Force. Colonel Murphy lives with his wife, Angela, and two children, Zach and Kathryn.

I am deeply grateful for Colonel Murphy's lifetime of service to this great state and wish him well in this new chapter of his life.
