The newly-elected Arizona House Speaker said any bill to advance a “National Popular Vote” in Arizona is “dead on arrival.”

"Any National Popular Vote bill is dead on arrival. Period. Full stop," Montenegro told Grand Canyon Times. "The only ones talking about this bill are Democrats and their allies in our party who would rather tear down and talk about the past than work with us to build the most Conservative legislative majority in Arizona history."

A “National Popular Vote” bill is one that would create an interstate compact to allocate a state's Electoral College votes to the U.S. presidential candidate who wins the national popular vote. The compact would only take effect if states representing at least 270 Electoral College votes—the number required to win the presidency—adopt the legislation. 

Montenegro also posted on X that he “won’t allow the State House to hear any such bill and Senate President Warren Petersen (R) has said the same for the State Senate.”

House Republicans elected Montenegro Speaker on Nov. 12 following a 2024 Election in which the GOP increased its House majority from 31 seats to 33 seats out of 60.

Montenegro was first elected to the Arizona House in 2008, representing District 12. He served until 2016 and then served one term in the Arizona Senate for District 13 from 2017 to 2018. In 2022, Montenegro was elected again to the Arizona House, representing District 29.
