The House Committee on Natural Resources, Energy, and Water has moved forward with two bills aimed at assisting rural Arizonans dealing with domestic well issues during a historic drought. These bills, sponsored by Chairman Gail Griffin, are designed to offer new solutions for water access in affected areas.
House Bill 2084 proposes that a domestic water improvement district can be established to construct a single well and standpipe for water delivery through hauling. House Bill 2086 seeks to expand an existing grant program to include funds for installing storage tanks, facilitating the conversion to water hauling for those experiencing difficulties with private wells.
These legislative measures align with the 2025 House Majority Plan's goal of protecting Arizona’s water resources while maintaining individual rights. Representative Griffin emphasized the importance of addressing the needs of private well owners without increasing regulation. "Water hauling is an acceptable way to obtain water in rural Arizona," she said, noting its appeal for those wishing to remain independent from municipal water systems.
Griffin highlighted that these bills provide alternatives that support Arizonans' freedom to live independently while ensuring water security in regions facing groundwater challenges. She represents Legislative District 19 and chairs the House Natural Resources, Energy & Water Committee.
