Senate Republicans in Arizona are advancing a ballot measure aimed at securing the state's elections by closing a loophole that allows foreign influence. The measure, known as SCR 1027, has passed the Senate and is now headed to the House of Representatives. Sponsored by Senator Shawnna Bolick, this proposal seeks voter approval to ban foreign funding for election purposes.
SCR 1027 prohibits individuals, entities, or committees from accepting contributions made by foreign nationals intended to influence ballot measures. To ensure compliance, the Secretary of State will require those filing statements of organization with the intent to influence election outcomes on ballot measures to certify that no prohibited sources funded preliminary activities.
The measure also mandates that contributors file a campaign finance report within 48 hours of making an expenditure. This report must include a written certification with a sworn statement under penalty of perjury affirming they are not foreign nationals.
"The people of Arizona must be confident that foreign funds are not influencing any part of our elections process," stated Senator Bolick. She emphasized that while political committee contributions have been protected from foreign funds, current processes related to election administration and ballot measures remain vulnerable. If approved by the House, SCR 1027 will appear on the 2026 ballot for voters to decide on banning foreign money in all aspects of Arizona's elections.
