The Arizona Corporation Commission approved a refund for Arizona Public Service Company (APS) customers during its Open Meeting on April 22, 2025. The decision allows APS to return $52 million in uncommitted surcharge funds through its Demand Side Management Adjustment Charge (DSMAC) and Renewable Energy Adjustment Charge (REAC) programs to customers in the form of bill credits.
APS customers will receive approximately $23 in credits over the summer months. The Commission also approved an amendment by Vice Chair Nick Myers to issue these credits when most beneficial. "Arizona summer electric bills can be tough to bear, I'm glad the Commission voted unanimously to adopt my amendment to return an overcollection of funds to the ratepayers in July and August,” Myers stated.
Chair Kevin Thompson expressed interest in reviewing APS' overall DSMAC plan. “Anytime we can provide relief for ratepayers we should act," Thompson remarked. "These summer bill credits are one-time events, but I look forward to a more thorough review of APS’ current DSMAC budget and programs."
Commissioner Lea Márquez Peterson commented, "I voted today with my fellow Commissioners to approve a refund of overcollected funds to APS ratepayers during the hottest time of the year - July and August. This will assist families whose electricity bill increases during the summer due to higher usage with some financial relief."
The DSMAC and REAC collect funds for approved measures and programs that reduce peak demand and enhance energy efficiency and renewable energy efforts.
