At the recent Arizona Corporation Commission (ACC) meeting on April 22, 2025, a decision was made to approve a proposal by Vice Chairman Nick Myers for a summer refund to Arizona Public Service Company (APS) customers. The refund plan is set to take effect in July and August.
APS had submitted a request to return $52 million in unused surcharge funds, which were gathered via the Demand Side Management Adjustment Charge (DSMAC) and the Renewable Energy Adjustment Charge (REAC). These funds were initially intended to cover costs of commission-approved programs. APS explained that approximately $9 million of the unspent funds came from the Demand Side Management (DSM) program and $43 million from the Renewable Energy Standard program.
The surplus is attributed to collections exceeding current projections and successful results from the Green Power Partners program. This initiative allows APS to produce revenue from Renewable Energy Credits sold to commercial consumers, with the proceeds reallocated to customers through the REAC.
During the open meeting, Vice Chairman Myers introduced an amendment to schedule the refunds for the middle of summer, aiming to alleviate the impact of high energy bills during July and August. The amendment, along with APS’s submission, was unanimously adopted by the Commission.
"Arizona summer electric bills can be tough to bear; I’m glad the Commission voted unanimously to adopt my amendment to return an overcollection of funds to the ratepayers in July and August," Vice Chair Myers stated. "This will help offset some of their bills during the most needed time."
Refunds will be determined by individual energy consumption, with an average residential customer expected to receive a bill credit of approximately $23, split half over each month.
