ADOR Seeks Public Comment on Guidance for Charitable Organizations

The Arizona Department of Revenue (ADOR) has posted two proposed documents for public review and comment:

  • Guidelines to qualifying charitable organizations (QCOs) and qualifying foster care charitable organizations (QFCOs) on ADOR’s process for certification and recertification to participate in the income tax credit program(link is external) that provides credits for contributions to qualifying organizations.
  • A guidance statement on the Department’s treatment of English language acquisition services for purposes of administering the QCO/QFCO program.

These documents will become final and effective only upon due consideration of any public comments received on these documents and response to such comments.

Comments must be submitted in writing to Elaine Smith, Deputy Assistant Director, Office of Economic Research & Analysis. To ensure timely receipt and review, all commenters are strongly encouraged to submit their written comments electronically to esmith@azdor.gov. However, you may submit your comments, addressed to the above contact, by mail to: Arizona Department of Revenue, 1600 W. Monroe St., Mail Code 4012, Phoenix, AZ 85007.

All written comments must be electronically submitted or postmarked on or before Friday, June 10, 2022. ADOR will consider requests for extensions of time received on or before that date.
