As a former Arizona Attorney General, Tom Horne is focused on addressing fraud within the Empowerment Scholarship Account (ESA) program. In his current role as Superintendent, Horne has taken steps to strengthen oversight of the program. He stated, "Upon taking office, I hired an auditor who had been in the Auditor General’s office for 15 years, and who is now in charge of the ESA program as well as an investigator." These positions were not present under his predecessor's administration.
